The project is commissioned by the Ministry of Health, Welfare and Sport and the Central Government Real Estate Agency at the Science Park in Utrecht. The National Institute for Public Health and the Environment (RIVM), the agency of the Medicines Evaluation Board (MEB) and the Genetic Modification Committee (COGEM) are located in the building. The vibration-free building is 80 meters high with a floor area of approximately 80.000 m². Of the 18 floors there are 5 laboratory floors. In a separate wing there are laboratories that are particularly protected against the spread of micro-organisms and radioactive substances. The basement of 9.500 m² comprises a large concrete foundation slab of 55m x 55m x 1,8m. The pouring of concrete for this slab took place in a continuous cycle of 34 hours.
